Tactics[]
The blizzard rune comes especially handy with big animals, since practically every other shot you shoot will freeze the opponent at a moderate scale, slowing down their movements and potentially damaging them. The best way to apply the blizzard rune is with a gun that already has a chance of freezing opponents to make it extra powerful. Good guns specifically for this use is the icecannon, the frost dragyn, or combining the power of the frostshot mod with a gun and the blizzard rune to make it near 100% chance to moderately freeze every shot.
The blizzard rune is also one of the few Red-tier runes that has very small negative effects, making it extremely effective for combat uses. It is best that the Player uses a blizzard runed gun against wild animals and monsters that are cold-blooded, since if their temperature goes down, they become even more sluggish (the freeze status lowers speed and also does slightly more damage), making them easy targets for the Player so long as they don't have long-range attacks.
Location[]
NPCs will be less willing to teach the Player how to apply the blizzard rune than they will apply it themselves. There is only one NPC on Jarat that will be willing to apply it to a formidable weapon.
